This Sailor Moon bootleg is not an action figure. It is a hand held video game. As you can see from the packaging, the characters have a vague resemblence to some of the characters from Sailor Moon. The makers of this toy call this hand held video game Pretty Fairy. Where they got the idea for that name is beyond me. Maybe you know?

As you can see, the characters look pretty close to Sailor Moon characters. The object of the game is to have the "Pretty Fairy" rescue the captured Princess. When you play the game, a Sailor Moon like character comes on the screen and you direct her to guard the Princess from an evil witch. Actually, the game is pretty boring to play.
